After graduating from Ahmadu Bello University, Kingibe attended the Fletcher School of Law and Diplomacy at Tufts University in Medford, Massachusetts, United States, where he obtained a Master of Arts degree in International Relations.

Kingibe began his career as a diplomat in 1971. He served in various Nigerian embassies around the world, including the United Kingdom, the United States, and the Soviet Union. In 1984, he was appointed the Permanent Secretary of the Nigerian Ministry of Foreign Affairs.

In 1993, Kingibe was elected the Vice President of Nigeria on the same ticket as Moshood Kashimawo Olawale Abiola. However, the election was annulled by the military government of General Ibrahim Babangida.

After the annulment of the 1993 election, Kingibe went into exile. He returned to Nigeria in 1998 and joined the People’s Democratic Party (PDP). In 2003, he was appointed the Secretary to the Government of the Federation by President Olusegun Obasanjo.

Kingibe resigned from his position as Secretary to the Government of the Federation in 2006 and joined the Action Congress of Nigeria (ACN). In 2014, he merged the ACN with other parties to form the APC.
